Job Description
The Oklahoma Medical Marijuana Authority (OMMA) is seeking multiple full-time Commercial Licensing Processor I positions. These are state positions governed by the Civil Service Rules, in state government located in Oklahoma City, OK. OMMA offers a comprehensive benefits packet, including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents. The annual salary for this position is up to $50,000 based on education and experience.

Basic Purpose
The Commercial Licensing Processor I is responsible for properly analyzing, interpreting, verifying, and deciding licensure status on all applications for commercial licenses. The position works closely with the Commercial License Assistant Manager and Program Manager to assure proper adherence to rules and laws as they apply to business applicants. The position will be responsible for reviewing applications submitted and making sure that the applicant meets the requirements and is compliant with state laws and other pertinent rules.
Typical Functions
  • Processes applications for all OMMA business entities and determines eligibility for licensure as required by state laws and rules.
  • Works under the direct supervision of the OMMA Commercial License Coordinator to review applications for OMMA Commercial license for completeness, accuracy and eligibility.
  • Processing applications includes critical analysis of documentation and may include additional investigation to determine eligibility pursuant to applicable laws and rules and making a determination and recommend final action.
  • Critical analysis and oversight on applications must be complete within a mandated timeframe.
  • Adhere to and ensure business applications are cross checked with various other channels to determine accuracy such as with the Secretary of State, Tax Commission, criminal history verification for all owners, determine the legitimacy of principal ownership and levels of interest for residency, zoning documentation, etc.
  • Notify supervisor and document further investigations needed and escalate high priority concerns.
  • Assist in the review and investigation for complaints pertaining to an OMMA business including field investigations, research and documentation.
  • May recommend action as to licensure renewal, non-renewal, or termination and/or revocation, and testify in hearings or cases, and assist legal staff in preparation of hearing and court cases.
  • Provides and interprets technical information, analyzes application information, offers guidance and provides feedback to businesses and peers.
  • Provides written and oral correspondence notifying businesses of actions necessary for approval and renewal.
  • Works directly with Program Manager and Supervisor to provide feedback and seek clarification.
  • Effectively communicate and ensure a collaborative and team-based work environment.
  • Develop and maintains sound personnel policies and practices.
  • Other duties as assigned.
Education and Experience
Bachelor's degree in business, public administration, public health or related field and one year of professional experience; or an equivalent combination of education and experience, substituting one year of qualifying experience for each year of the required education.
Preferred Qualification
Preference will be given to candidate with licensing or regulatory program experience.
Knowledge, Skills and Abilities
Knowledge of licensing program, operational procedure adherence, rules pertaining to state laws and mandates, IT licensing platforms/software and customer service using multiple communication techniques. Administrative principles and practices, including data analysis and entry, ad hoc research, program management and business administration.
Physical Demands and Work Environment
Work is typically performed in an office setting with a climate-controlled settings and exposure to moderate noise level. While performing the duties of the job, employee is required to talk, stand, walk, and reach with hands and arms. This position requires long period of sitting and daily use of computer and phone.
