Description
This position is the entry level for this professional field of subcontract administration and will handle less complex procurement actions. This is a Procurement Buyer position. Selected candidate will perform purchase administration functions representing the complete purchase order lifecycle (pre-award, administration, post-award) in accordance with applicable procurement procedures and guidelines, including Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations, NREL policy/procedures as well as best business practices within the Simplified Acquisition Team, Acquisition Services Group.
Duties Shall Generally Include:
Duties for this position include, but are not limited to, the following:
- Coordinate with internal customers to generate specifications and statements of work
- Develop effective purchasing strategy with internal customers based on needs
- Perform Market Research
- Review sole source justifications
- Perform price analysis
- Negotiate and administer fixed price commercial item/service purchases.
- Resolve issues related to subcontractor performance, intellectual property, subcontractor equipment purchases, and organizational conflicts of interest.
- Team with Acquisition Service Group members on projects as assigned.

This position provides support primarily to multiple customer at any given time, which involves a growing range of procurement services to the Laboratory as a whole. Learning to use standard practices and procedures, as well as business systems in order to complete assigned work. May interface with OCIO for testing efforts, OCFO for payment issues, and Internal Audit Office for subcontract closeout audit support. Discretion of judgement is increasingly used to determine how to solve problems. Work is supervised for overall accuracy and quality of results.Requirements
Required Knowledge/Skills/Attributes:
Relevant Bachelor’s Degree or equivalent relevant education/experience
Basic knowledge of laws, regulations, principles, procedures and practices related to business support functions. Complete understanding of the general and detailed aspects of the business support activities, and their practical applications to problems and situations ordinarily encountered. Financial analysis and business math skills. Strong communication, interpersonal and organizational skills, with attention to detail and planning. Ability to work in a changing and fast paced team-oriented environment, ability to interpret and discuss technical information with others as well as analyze and provide solutions to less complex contractual issues. Strong computer skills, including Microsoft Office Suite.
Demonstrated Purchase Order/contract administration experience with various types of commercial item/service purchases is desired. Ideal candidate will have the ability to develop strategies to deal with project and program contractual issues with limited assistance from Acquisition Service Team members.
Salary Description
$75,000 annually
